Oracle is cutting between 20,000 and 30,000 employees — 12 to 18 percent of its global workforce of 162,000. The company disclosed a restructuring plan expected to cost up to $1.6 billion in severance. This follows roughly 10,000 cuts already made in 2025, including deep reductions in the Cerner healthcare IT division acquired in 2022. The stated reason is straightforward: Oracle is spending $50 billion in capital expenditure this fiscal year to build AI data center infrastructure and is funding that spend partly by eliminating roles across cloud, sales, and enterprise software divisions. Senior directors in Oracle Cloud Infrastructure reported cuts hitting everyone from new graduates to their level.

This is the story of a company that built its identity around enterprise software licensing and is now trying to become a cloud infrastructure provider competing with Amazon and Microsoft. That transition does not require the same mix of people. The sales, implementation, and account management structures built around perpetual license models are being dismantled in favor of a leaner, infrastructure-first organization.

Oracle's Cerner division is worth paying particular attention to. Healthcare IT was already a difficult transition — Cerner's integration into Oracle has been rocky, and cuts there reflect both the broader restructuring and the slower-than-expected progress of that acquisition. People with Cerner implementation and healthcare IT operations experience are leaving with skills that the rest of the healthcare industry still urgently needs.

What Oracle experience is worth as an independent consultant.

Enterprise software consultants with Oracle and Cerner experience are among the most in-demand specialists in the market. Hospitals, health systems, and large enterprises that run Oracle ERP or database infrastructure cannot simply stop using those systems — they need people who understand them deeply. Former Oracle employees who move into independent consulting often find clients waiting.

Oracle ERP implementation consultants typically bill $175 to $325 per hour working independently. Cerner and Oracle Health specialists advising hospital systems on optimization, migration, and workflow integration can command $200 to $400 per hour given the scarcity of that expertise. Cloud infrastructure directors with OCI knowledge are being approached by enterprises managing multi-cloud environments who need someone who understands how Oracle's architecture actually works.

Retainer arrangements are common in this space. A health system on a six-month optimization engagement at $15,000 per month is a $90,000 contract. Two of those running simultaneously exceeds most Oracle senior directors' total compensation, in cash, with no equity cliff.

Oracle senior managers typically earned $180,000 to $280,000 in total compensation. Directors ranged from $250,000 to $400,000. Cerner healthcare IT directors in specialized roles often landed on the higher end given the complexity of the acquisition environment.

To translate that to a consulting rate, start with your annual income target and divide by your expected billable hours. If you plan to bill 900 hours per year — a conservative number for a new independent consultant — and your income target is $225,000, your rate needs to be $250 per hour. That is before accounting for the self-employment tax differential and the cost of your own benefits, which typically require adding 30 percent to your income target to arrive at a gross revenue goal.

One thing Oracle professionals often underestimate: the premium that comes with scarcity. There are not many people who have worked inside Oracle's systems at a senior level and can speak to them credibly from a client-side advisory position. That scarcity is worth pricing into your rate from the start, not something to work up to after you have already set expectations low.

How to describe what you do after Oracle.
